Self-assessment of digitally enhanced learning and teaching - overcoming inertia

The pandemic threw all educational institutions into the deep end of the educational technology pool. Adapting to what was for most institutions a relatively new form of teaching and learning was a traumatic but also transformative experience. In the wake of that experience the most obvious strategy was to take stock and make a thorough review of what worked, what didn't work and how to improve in terms of using digital technology. In an increasingly unstable and unpredictable world the likelihood of further crises is extremely high and therefore the need to ensure that education can quickly adapt.

There is no shortage of research, reports, guidelines, tools, webinars and conferences to help educational institutions improve their use of educational technology in teaching and learning. Organisations like the European Commission, EUA (European University Association), EDEN (European Distance and E-learning Network) and many others have run projects, produced reports and run dozens of webinars and conferences all based on extensive research but somehow they seldom result in major changes on the ground. It's not simply about the adotpion of technology, that is really not the main point, it is a change towards more inclusive and active forms of teaching and learning. It's about learning to learn by active involvement in meaningful collaborative work where technology is an enabling factor. But the main barrier is the reluctance to change from the traditional information transfer model that so many people feel comfortable with and which is perceived as effective and indeed symbolic of higher education.

An excellent way to move towards this is to look carefully at how technology is used in the institution today and how this contributes to a more holistic view of teaching and learning - a process of self-assessment. This has been the focus of a recent EUA project, DIGI-HE that I have been involved in (on the advisory board). The project has included numerous studies, consultations and thematic peer groups reaching a broad range of educational institutions and in various disciplines. One report in particular offers a comprehensive overview of the wide range of self-assessment tools available and advise on their use: Developing a high performance digital education ecosystem - Institutional self-assessment instruments.

Set against this prerogative and growing strategic interest, this report presents a review of 20 instruments from around the globe designed for self-assessment of digitally enhanced learning and teaching at higher education institutions. It offers a number of insightful observations concerning their use (or non-use) by institutions for promoting both quality enhancement and digital capacity development. It should be of immediate interest to higher education institutions, but also to policy makers, developers of instruments, and generally, to all those who seek information on such instruments.

The project also produced a MOOC on FutureLearnInside Digital Higher Education: Self-Assessment Guide for Educators. Here institutional leaders are taken through the process of reviewing the institution's current strategies and planning for a self-assessment, looking at both risks and opportunities. The course was run during the spring but is available as an asynchronous self-study course. This is a good springboard to kick-start a change process and the project's various reports provide further guidance and inspiration from institutions who have already started their transformation process. 

This is one example of the abundance of the guidance and support available for digital transformation and pedagogical development but as the saying goes: you can lead a horse to water but you can't make it drink. Despite the clear benefits of conducting a self-assessment there seems to be a great reluctance to do so, despite the lessons of the pandemic and the abundance of research into active collaborative learning. The first barrier is the abundance of tools that creates anxiety on which one to choose. Faced with too much choice we simply don't make a choice. I think we all experience feelings like this in our daily lives when faced with the myriad of choices available in everything between insurance to telecom providers. It seems that we all suffer from inertia when it comes to actions that threaten our comforable balance. 

Self-assesment also demands a lot of time and energy at a time when most people feel already stressed and overworked. It also risks exposing wasteful practices or inequalities in the present system and thus creating conflict. The pandemic was certainly disruptive (tragically so for millions around the world) and there were signs that we would need to rethink our structures and systems to adapt to new challenges. However, we seem to have simply reverted to old practices again without much reflection. Changing the way we live and work is too demanding so we return to the default. Thatä's why we can't expect too much of institutions to embark on such costly processes voluntarily (with a few exceptions). Governments and authorities need to help them find space and time for these processes and offer incentives for doing so. Then we can hopefully create some momentum that will generate interest and widen involvement.

Learning - from magic solutions to meaningful processes

Learning cannot be forced or planned. We can create the right conditions for learning and offer a variety of strategies but the learning comes from within. You have to want to learn and you have to learn how to learn. So in education we work on helping learners to work out how they learn best and then apply those principles to the things they want to learn. We can nudge, guide, support, motivate, challenge and applaud but in the end it is up to the learners. Learning is individual and subject to so many variables but still we search for ways to measure efficiency and upscale process that are simply not scaleable.  

These themes emerge in an interview article from the Centre for Public Impact, 5 Lessons from Olli-Pekka Heinonen and the Finnish National Agency for Education. Please watch the interview on the above link to hear the full details of his proposals. Olli-Pekka Heinonen is the Director General of the Finnish National Agency for Education and in a longer interview he discusses how the Finnish education system has tried to avoid falling into the trap of performance ratings, checkboxes and national solutions. He claims that scaling is failing because it assumes that what works for some will work for all - rather obvious it would seem but so often forgotten. There is no right answer, it all depends on the situation, circumstances and the learning context. Instead of national initiatives in terms of methods and structure we need to empower local initiatives and encourage teachers to compare and adapt from each other.

The alternative vision for scaling developed in EDUFI’s work moves from seeking to scale the innovation(s) that worked in one place, and implementing those in other places, to scaling the capacity for learning and innovation itself. “What works” is actually the capacity for learning and experimentation in each place, so that is what must be scaled.
We need to develop the preconditions for innovation and allow for collaborative communities to share and adapt new methods. As with the students, help teachers to learn how to innovate and experiment, offer spaces for collaboration and exchange of experience and support their processes. From magic solutions to meaningful processes. 

Another area that he discusses is the prevailing obsession with accountability with all the efficiency reviews and checklists that so many institutions and individuals feel trapped in. This box-ticking mentality leads to a fear of falling lower in the various rankings that seem to define today's education systems. Self assessment can easily lead to self deception as you become increasingly under pressure to tick the right boxes in your quality review.
The research evidence, together with vivid personal accounts, show that target-based performance management approaches undermine real-world performance by creating the conditions in which people systematically lie to one another. Olli-Pekka's experience is that “payment by results” and other forms of results based management undermine the capacity to do effective work and gets in the way of learning. “We should rebuild the performance management system entirely”, says Olli-Pekka.
Once again he advocates helping institutions to build capacity and focus on development than imposing criteria from above. It sounds so obvious but sadly so few governments seem to understand and instead treat education like an industry that can be planned and controlled. We can do so much better.

Conference conclusions part 2

Following my previous post I would like to summarise some takeaways from the two conferences I attended recently, NU2022 i Stockholm and EDEN2022 in Tallinn, Estonia. I didn't make detailed notes this time so here is a list of themes that made an impact for me. There were of course many sessions about the perils of hybrid teaching but generally the focus was on improving teaching and learning rather than about using tools and platforms. I don't think that the pandemic has fundamentaly changed education but I do believe that we have finally realised that technology is now fully integrated into all pedagogical discussions. Here are a few themes I noted, in no particular order.

The changing role of the campus.

If we can deliver content, discuss, collaborate and network very well online and in some cases better than on-site the awkward question of the future role of the campus emerges. We need to offer sound reasons for being there and identify the unmissable elements of the campus experience. This is clear for the traditional target group of young students but the benefits are much less clear for the growing ranks of older online students. An interesting perspective on this came from the head of the Stockholm School of Economics who talked about the importance of appealing to all the senses - not just what your campus looks like but also trying to capture the feel, smell, sound and taste. We had an evening event at that institution and saw how they had cooperated with artists to have thought-provoking paintings, photos and sculptures in the corridors and learning spaces.They also ran very popular book circles to emphasize the importance of the humanities even in an economics degree. 

In Tallinn a presentation by a student raised the need for us to develop a coherent digital campus that allows students and teachers to interact, form groups, network and socialise. Today's digital campus consists of closed and often incompatible silos and the presentation showed that during the pandemic lockdown students at Tallinn University had to negotiate 11 different platforms as part of their everyday course work.

Students as partners

Nobel Prize winner Carl Weiman of Stanford University made an interesting online presentation at the Stockholm conference. Not about his research in physics that won him the prize but about the theme of the conference - pedagogical development. What struck me most was the fact that he presented in such down-to-earth terms and stressed the need to have students as partners in the learning process and in course design. Admittedly he was preaching to the converted but he reinforced the advantages of active learning and of peer feedback.

Discussing with a fellow student is more effective than listening to an expert instructor.

Pia Lappalainen, Aalto University in Finland, reinforced this theme by showing evidence for how regular small-scale feedback promoted learning more than detailed summative feedback.

New initiatives for promoting digital literacies

A representative from the European Commission presented news of further initiatives to promote digital literacies in education and in society in general through the updated version of the European Digital Competence Framework for Citizens, version 2.2. There was also enthusiasm about the launch of the Digital education hub. The hub is an ambitious venture to offer professional development for teachers as well as a store of learning resources and lesson plans.

Even if there are excellent guidelines and criteria for assessing and developing teachers' digital literacies there are unexpected issues in trying to gain an objective assessment within an institution. Linda Helene Sillat and Mart Laanpere of Tallinn University showed the dangers of self-assessment where some teachers over-estimated their competence levels whilst other did the opposite. Objective tests at the university failed since teachers simply refused to take the tests, seeing it possibly as an affront to their professional abilities and suspecting that poor test results would negatively affect their career opportunities. 

Quality perspectives

Quality in the field of online education is a complex issue. Despite a plethora of quality frameworks (over 100 different frameworks according to Mark Brown of Dublin City University, there is still a reluctance to address the issue in higher education. Maybe this is due to universities being daunted by both the bewildering variety of frameworks and the diversity of overlapping terminology in the field. The question remains of whether quality in the use of technology in education should be assessed as part of the regular educational quality framework or as a separate feature.

My final takeaway was a presentation by Lesley Gourlay of University College London, questioning the use of the word virtual in an educational perspective. This opened up a wider theme that deserves a longer post to itself. I will break new ground on this blog by creating a cliff-hanger.

Challenging assumptions about learning

Do you have a clear idea of how you learn and what teaching methods help you most? I certainly don't and I'm close to retirement. However we continually ask students to evaluate their courses and draw conclusions from their feedback. Student course evaluations form the basis for future course design and administration but I wonder if we are asking the right questions. 

This is a topic discussed in a post by Zach GroshellDo Students Have a Good Idea of What Helps Them Learn? We are asking them to evaluate a complex process that they have limited insight into and often the benefits of good teaching become clear months or even years later. He refers to a recent study, On students’ (mis)judgments of learning and teaching effectiveness. Journal of Applied Research in Memory and Cognition (Journal of Applied Research in Memory and Cognition, 9(2), 137–151), that investigates the hidden biases and subjective impressions behind student course evaluations. They found for example a mismatch between what the students thought they had learned and their test results. They preferred traditional content-rich lectures to more active sessions despite studies showing that active participation leads to deeper learning. They were also highly influenced by subjective perceptions of the teacher's status, enthusiasm, gender, ethnic background and accent (as we all are). I hasten to add that we are all subject to these biases.

As we have seen, empirical research has provided a wealth of results showing that students are poor evaluators of their own learning, and that their subjective impressions of teaching effectiveness are vulnerable to many biases that are unrelated to teaching and learning… Does this make it risky for instructors to use effective learning techniques? Particularly early in their careers and in teaching-focused positions, instructors may find themselves faced with the difficult decision of whether to incorporate teaching practices that gain them recognition as effective instructors, even if such practices do not positively impact students’ learning.
This poses a tricky question to teachers - do you teach for student satisfaction or teach for learning, even if it may lead to dissatisfaction and poor evaluations? An ambitious teacher who decides to promote active learning and student collaboration runs the risk of students misunderstanding their pedagogy and even a reprimand from the head of department when the poor evaluations emerge. Most of us can remember a teacher we hated at the time but with hindsight realise had pushed and challenged us to a higher level of understanding. What we think we want is not always what we need.

On a similar theme of assumptions and biases is an article by Perry Samson in Educause Review, Students Often Prefer In-Person Classes . . . Until They Don’t. We often assume that students prefer classroom teaching and student surveys show a clear preference for this. However, in this study the students were offered three levels of participation, the hyflex model of on-site, online or asynchronous interaction. Although they at first preferred to be in class, physical attendance declined as the course went on.
Given reasonable options, students in my class did not prefer the in-person mode of course delivery. In fact, the number of students who physically attended class dropped precipitously to an average of around 20% by mid-semester (see figure 1). At the same time, about one-third of students opted to participate synchronously during class time (see figure 2), with a growing number, reaching about 30%, participating asynchronously. The number of students who didn't participate any given day was relatively consistent throughout the semester at about 15%.
The test results showed that the on-site students performed no better than the others, in fact the first-year students who studied asynchronously (recorded lectures, forum discussion etc) had better results than those who attended classes in person. The study is of course limited and offers no exploration of the students' preferences but it does show that students appreciate the choice of participation modes more than we might assume.

My conclusion here is that we need greater dialogue with students about teaching and learning, explaining in advance why we are using a particular approach and getting them to buy into the method through together discussing rules of engagement and building a framework for feedback and reflection. Expectation management is so important and so pre-course information is so much more than just presenting a syllabus. It's setting an agenda and helping students understand how to succeed.

Headsets - not pretty but best for audio quality


Many web meetings and webinars are spoiled by poor sound quality. The volume level fluctuates, background noise interferes and the sound quality varies. Often this is due to the unstable nature of wireless connections, but generally the problem is caused by headsets or the lack of them. A post by Ken Molay on his Webinar Blog, The Perfect Webcam Headset Doesn't Exist, outlines the main problems. The in-built microphones can offer good sound quality (I've heard some good examples of this) but more often than not they offer a metallic sound and require the speaker to speak directly into the laptop without moving around. Another drawback of the in-built microphone is that if you try to type it sounds like an elephant practicing tap-dancing. I often use a desktop microphone (Jabra Speak) and this offers very good quality but not if you move around a lot or start typing of doing anything on the actual desktop. The in-built microphones in webcams are usually the worst possible choice, though in my experience the computer often chooses this as the default microphone so it's a good idea to always check before starting a web meeting.

 Bluetooth earpieces with microphone would seem an ideal option but there are drawbacks even here.

Wireless devices lose power, lose pairing, and catch interference from other signals. Bluetooth is susceptible to transmission lag that can mess up audio/video synchronization or make smooth two-way conversation difficult.

So the best option seems to be the good old wired headset, preferably with a USB connection.

A headset is the optimal way to get near-field clarity and consistent volume, since it stays in place at the same distance from the mouth no matter what the presenter does.

The trouble is that headsets aren't particularly flattering fashion accessories and are not particularly comfortable either. I use a big clunky Logitech headset that works well but it would be nice to have something less conspicuous. Most people would rather not use one at all and this is evident in many meetings and webinars I am involved in. Ken Molay concludes that there is still no headset that ticks all the boxes: light, comfortable and almost invisible. The best bet is the ultra thin boom microphones often used by conference speakers but no manufacturer has produced one with an earpiece speaker. Ken offers a nice specification for manufacturers to deliver. I hope it comes along soon for the sake of better web communication.

My ideal, "optimal" headset for use while on a video webcast would be a thin whip boom earhook microphone, connected to the USB port of my computer, with an integrated low-profile earpiece. The whole thing should be available in two or three colors to get closer to a range of human skin tones. It needs a minimum six-foot (two-meter) cable. And it should be optimized for USB low-power operating voltage and human speech frequency range.

Online degrees and physical presence


Online degrees are still not even recognised in many countries and even when they are, they are generally viewed with a degree of suspicion. The reasons for this suspicion are understandable. The whole field of online education is still evolving and so there is a much higher degree of experimentation and remodeling, with subsequent successes and failures, than in traditional campus education. Online courses over the years have been largely based on self-study with very little interaction or teacher presence and this model still dominates the public perception. Online education tends to be part-time, home-based and in combination with work and family and students do not benefit from the many advantages of being on campus: developing contacts, social interaction, strong student identity, academic community. The courses may cover the same topics and have equally high demands but the campus version still has higher status because of the added value of these intangible elements.

The question of whether online degrees will ever be seen as equivalent to campus degrees is examined in an article by Eric Stoller in Inside Higher Ed, Online Degrees: Prestige, Acceptance, and the Big Picture. Even if there are excellent examples of collaborative and engaging online education, the value of a course or degree is closely tied to the reputation of the awarding institution.

Online degree prestige at present is directly connected to the perceived prestige of the brick-and-mortar institution that's offering the program.

This argument is particularly true for MOOCs, where courses from high-status universities attract the most attention, even if that particular institution has never previously been recognised as a provider of quality online education. The global ranking systems that focus on research funding and citation impact do not always correspond to pedagogical excellence but prestige is still what counts when assessing the value of a course or degree. So a MOOC or online course from the likes of Harvard or Stanford will always attract more learners and have a higher perceived value than one from an obscure college, even if the actual course at the smaller institution is better designed and more engaging.

Perception is everything when it comes to prestige and certain institutions have an almost insurmountable amount of prestige.

Place and tradition are extremely important in human society. A university needs a physical presence and a long history to instill trust and credibility, even if it offers online degrees. This physical footprint creates a sense of permanence and a demonstration of its commitment. You can go there to see the staff, researchers and students going about their daily work. The more online an institution, the more invisible it becomes and the harder it gets to visualise what goes on there. We still tend to value online courses from well-known physical institutions with a long history higher than virtual institutions with little physical presence and a very short history. Association with a physical footprint makes a difference.

The key to the future of online degrees is that they are subject to the same rigorous quality assurance as all degrees and that this is communicated clearly to the public. Online education is unlikely to match the prestige of a campus education, even in the future, but Stoller stresses the need for accreditation to ensure that your online degree will allow you to pursue your chosen career.

If you get an online-based degree twenty years from now, I would hope that as long as it comes from a reputable institution (regardless of its perceived prestige) that's been accredited by a legitimate accreditor that your credential allows you to do whatever you hope to do with it regardless of the crest atop the gate at XYZ university.

Student retention in distance learning - tip of the ICEBERG


A generalisation that simply won't go away is that online/distance courses have poor retention rates. This has often been used as evidence against online education and in some countries (such as here in Sweden) has lead to a reduction of online courses in favour of campus-based programmes. Basically drop-outs mean reduced income for the university so it's not surprising that they prefer the security of full-time campus studies. The often discussed low retention levels of MOOCs has fuelled this movement even more. However, this issue is much more complex than simply concluding that online education"doesn't work as well" as traditional campus education.

Students drop out of courses for a wide variety of reasons, often in combination. They may have no academic background and lack support and encouragement from friends and relatives. Many combine distance studies with full time work and family life resulting in tensions and stress that are often most easily resolved by dropping out. They may find the academic environment and terminology daunting and this increases their own feeling of inadequacy and feeling out of their depth. Their previous experience of education may be very negative resulting in a feeling or inferiority and lack of confidence. Many have little or no experience of online learning and lack the necessary study skills and digital literacy to adapt to the course requirements. Added to this are factors that concern the course itself. Many online courses are still basically self-study and this leads to feelings of isolation and the lack of support and teacher presence makes it all too easy to feel that nobody will notice if I simply drop out.

A colleague and I carried out a study a few years ago of the retention rates of campus and distance courses and degree programmes at our university and came to the conclusion that delivery form was not the main reason for students dropping out. We found distance courses and degree programmes with higher retention rates than their campus equivalents and also found distance courses with low rates. However what all courses and programmes with high retention rates had in common were course design factors: clear structure and course information, high levels of interaction and variety in the learning environment and good scaffolding.

The importance of course design for raising retention levels is highlighted in an excellent new article by Jitse van Ameijde, Martin Weller and Simon Cross from the Open University entitled Learning Design for Student Retention. They review existing literature in the field and report on a survey of students and staff from the Open University, resulting in the identification of seven key course design principles neatly gathered under the acronym ICEBERG. The definitions of these principles are best read in the article itself but here's a short summary.
  • Integrated. A clear structure where all the activities and material clearly link to the learning outcomes and the student sees a purpose for every element. Constructive alignment in other words.
  • Collaborative. Developing a supportive learning community and fostering meaningful interaction between students and teachers.
  • Engaging. Course material that is relevant and meaningful to the students. A variety of activities and use of different media. Clear teacher presence showing enthusiasm and interest in students' progress.
  • Balanced. Keeping a steady pace and manageable workload.
  • Economical. Avoiding overloading students with too much information and useful material that isn't directly related to the learning outcomes of each course module.
  • Reflective. Helping students to reflect on their learning process and offering frequent formative assessment activities.
  • Gradual. A gradual process moving from simple to increasingly complex tasks as the course progresses including support at each stage.
These principles provide a useful framework for course design and could be developed further into a checklist for self-evaluation. The ICEBERG framework applies equally to all types of course, whether campus, online or blended. However, the article ends by pointing out that retention is not the only factor governing course design.

Similarly, retention is only one aspect that should be considered by course designers, and should not be at the expense of addressing complex topics, or implementing challenging pedagogy. However, it is the authors’ contention that retention is rarely given sufficient attention as a design principle in its own right, and it is a matter of increasing significance to students,educators, institutions and society. The proposed model then is a means of considering any course from the perspective of retention.

Open educational resources - still waiting for the breakthrough


Open Educational resources (OER) has been on the verge of mainstream breakthrough for the past ten years or so but, despite many convincing arguments and excellent research, it never manages to cross that threshold. Right now, UNESCO is inviting comments on its draft UNESCO Recommendation on Open Educational Resources (OER) that will result in a new set of recommendations to all member nations on the promotion and development of OER. This can be seen as a refinement of UNESCO's 2012 Paris OER Declaration which provided important top-level support for OER and raised the visibility of the field but failed to convince the majority of member nations to commit to the cause.

The question is whether OER will ever manage to go mainstream or whether it will remain a field for a committed minority of educators. This is discussed in an article by Tom Berger on Edutopia, The Uncertain Future of OER. The Achilles' heel of OER is the still time-consuming task of finding the right material. There are many repositories and search tools but it still takes time to find what you want and this, for the already stressed teacher, is the crucial factor. The traditional text books as well as the polished online resources available from the major publishers offer a fully structured set of quality resources, together with lesson plans and extra activities. Most teachers rightly wonder whether the time-consuming, do-it-yourself approach of OER is worth the effort compared to following the ready-made packages from the publishers.

Unlike Wikipedia, Yelp, and Airbnb, most OER websites have failed to attract a large and active audience, have no widely adopted mechanism for ranking or maintaining the quality and timeliness of the materials, and lag behind industry standards of design and usability. The resulting systems can be frustratingly complex and often spit back listings that are hard to make sense of—a nonstarter for busy K–12 teachers struggling to keep their heads above water.

OER is however a very sustainable approach if fully implemented. Teachers can share their resources and allow other teachers to adapt and repurpose as necessary as long as they follow the terms of the Creative Commons license and credit the author accordingly. However, many studies indicate that although there is a wealth of resources, very few teachers are actually adapting them and the risk is that repositories are flooded with ever more one-off resources. For OER to really take off teachers need to learn not only to find resources but also how to adapt them and share responsibly. 

With textbook costs soaring there is increasing interest in producing open textbook, see for example the excellent example of the University of British Columbia's BC Open Textbooks. maybe this is the way forward for OER since open textbooks offer an attractive alternative that is easy for teachers to use and extremely popular with cash-strapped students. 

But the problem remains of persuading teachers to learn how to find, share and adapt other people's resources instead of relying on ready packages from the publishers. A further complication is the quality issue; how do I know that this resource is trustworthy? Maybe blockchain technology can provide some kind of quality guarantee or link resources from diverse locations into sequences of related material. I don't know enough about this field to say any more on this but maybe some aspect of this technology can apply to OER.

The Edutopia article ends on a rather pessimistic note. I have a suspicion that the big breakthrough for OER will have to wait a while yet.

So will we ever get to a Wikipedia-type model of teaching resources, with teachers freely giving and taking textbooks, lesson plans, and tests, refining and improving them, and sharing their improvements? There’s no clear path right now to achieving that model—you can’t will the proper ecosystem into existence, and overburdened teachers haven’t built it up from the grassroots. Should we even want them to?

Online learning - the road to credibility

With the abundance of online education, including MOOCs, it is easy to assume that global online education is already established and recognised. However, an article by Christopher Ziguras in University World NewsWill global online higher education ever take off?suggests that online education is still struggling to gain credibility in many countries and that the numbers of students taking online courses in countries other than their own is actually rather small. Certainly there has been a massive growth in online education in recent years but it's not as international as we may think.

... when we look at cross-border education, the scale of fully online provision is still miniscule. There are around 150,000 students outside Australia enrolled in Australian qualifications: two-thirds in university programmes and the rest in vocational and upper secondary qualifications.

Virtually all of the school and vocational education students, and more than 90% of those in higher education, are studying on a branch campus or with a local partner institution. And yet for decades we have seen predictions that students who cannot travel abroad to study, either due to cost or commitments at home, would seek out foreign study options online.


Enrolling in an online degree at a foreign institution is often a complicated process since the enrollment procedure is aimed at students from that country and naturally the forms are in that country's official language(s). On top of that are the fees which in many cases are higher than studying at a local institution. Those who do enroll from abroad tend to be citizens of that country living elsewhere and who know the national education system. In the EU the Bologna agreement has to some extent opened up European higher education but applying to study online at a university in another country is still not simple. There are, of course, notable exceptions to this, such as virtual mobility programmes where students can attend online courses at partner universities as a for-credit part of their own studies (see for example the recent OUVM project). However, the numbers of transnational students in online courses are still more exception than norm.

Universities with a large international outreach have their own campuses in strategic locations around the world or run courses in partnership with local institutions. Here they can blend traditional campus teaching with online elements from the host institution and offer international degrees without students having to leave their own country.

The main sticking point for fully online education, according to the article, is credibility.

Many governments, including China, India and Vietnam, refuse point blank to recognise foreign degrees undertaken online, citing a range of concerns. They believe the quality of online study is inferior, legitimate providers are difficult to distinguish from online degree mills and they perceive online student fraud to be rife.

Despite international quality guidelines and labels for online education the whole area is tainted by the abundance of fraudulent practices, bogus universities and degree mills. Furthermore there are the recurring concerns about the risks of plagiarism and cheating in online courses. All these issues are being addressed and solutions are emerging but the road to credibility will take time. Above all we need wider adoption of internationally recognised quality labels for online courses to make it easy to distinguish between quality education and fraud.

Invisible skills


A recurring theme in the media is the perception that universities are not equipping students with the skills demanded by employers and that there is a serious gap between theoretical knowledge and practical work skills. One common complaint is that university degree certificates generally focus on describing mastery of content rather than the development of soft skills such as critical thinking, communication, collaboration, leadership, digital literacy etc. Of course, matters have improved over the last 20 years with learning outcomes often including practical skills and many programmes that include work experience and close cooperation with industry. However, there still seems to be a problem in reliably assessing soft skills and including this in credentials.

A new report, Skills, Competencies and Credentials, by Alan Harrison (Higher Education Quality Council of Ontario) investigates this issue and argues that university credentials still fail to provide the information that employers require when hiring staff.

This state of affairs does not serve most undergraduate students well: the graduating student’s credential and the associated transcript indicate the extent of the student’s knowledge of content, but neither directly conveys any information to employers about the level of the student’s skills. As a result, employers, in respect of most undergraduate degrees, must infer the level of skills from information about content knowledge.

The report describes an awareness gap; the problem that students themselves are often not aware of the skills they have developed at university because those skills were not explicitly part of the assessment. Developing critical thinking, for example, is integrated in all courses but is often done so in a manner invisible to the students and not explicitly tested. Many projects and assignment aim to develop creativity, teamwork, communication and organisational skills but that aim is not always clear to the students nor are the skills explicitly developed or assessed and recognised. 

Harrison then looks at several attempts to address these issues such as competency-based degrees and e-portfolios and comes to the conclusion that greater cooperation is required between universities and employers in determining key skills and agreeing on how to assess these.

Universities must come to terms with two facts: first, their undergraduate programs are where general skills are developed and second, it is these skills that make the graduates of these programs employable. Universities need to work with each other and with input from employer groups to the point where they agree on both what these skills are and how they are most effectively assessed. Once this is resolved, the next step will be to embed these skills into the curriculum and include the outcome of the assessment of these skills in a concise student record that quickly and effectively tells employers what the graduating student knows and can do. In short, the universities need to do all they can to help students make the match with employers.

One promising element missing in the report is the growing use of badges by universities to provide evidence of soft skills. Badges are awarded to students who meet set skills criteria during their course work and can be a very useful supplement to the more content-based formal credentials. However as long as badges are not tied to the hard currency of credits they may be seen as merely optional extras by students rather than as essential elements of their degrees. I wonder if badges are then the real answer. The answer lies probably in providing more comprehensive credentials that describe both the knowledge and skills acquired.

Building the e-learning quality chain

At this week's EDEN 2017 conference here in Sweden there were several discussions about quality in technology enhanced education. There was a consensus that although we have sound quality assurance systems, certifications, strategies, policies and research we have still not reached mainstream integration and acceptance of educational technology. Even if some institutions have succeeded, they are prevented from full integration due to pressure from both government authorities and politicians who demand increased accountability and base their budget decisions on league tables and shallow evaluations. There are lots of success stories at faculty, institutional or even regional levels but to move forward we need a chain reaction involving all levels.

How can we enhance existing quality structures? This requires more than simply checking learner satisfaction at the end of each course or module. Quality is often mistaken for this checklist approach where each link in the chain tries to give answers that will satisfy the criteria of the next level. We ask learners to evaluate both the teachers and their own performance on each course module but the questions is whether learners recognise good teaching when they see it? Often students give the most positive evaluations to teachers who provide them with the material they need to pass the test rather than recognising the value of teachers who help them work things out for themselves.

So how can we develop learning literacy at all levels in the educational chain?
  • Learners need to develop the meta-cognitive skills to become conscious learners. To put it simply, they need to learn how to learn, becoming aware of the learning process and learning to monitor their learning through reflection and self-assessment. They need to develop their collaborative learning skills and realise how learning is a social process rather than simply cramming facts. These skills will be vital in their professional life where their development will depend on being able to learn new skills without waiting for someone to organise a course to help them.
  • The next link in the chain are the teachers who need to become more aware of their own teaching and how they themselves learn. They need to develop new skills, work in teams, learn to become facilitators rather than content providers and so on. This involves a greater emphasis on pedagogical development and how educational technology can complement and enhance traditional practice. At the teacher level this means learning to enable.
  • For this to happen we need institutional leaders who are aware of their leadership, have learnt how to empower, motivate and reward and can create a culture of sharing, support and common purpose among all staff and learners. This means learning to empower.
  • However none of this will happen without the next link in the chain. Government authorities and international bodies must lead the way by providing frameworks, strategies and policies that inspire and guide. Learning to inspire.
Today there are good examples of all the above but in order to create a true culture of learning each level must work as a chain and be clearly linked to each other. If any link in the chain is weak or missing it will never be sustainable and for me the reason why we have not achieved mainstream integration of educational technology is because one or more links in this chain are missing.

Identity a major factor in online course completion

One of the key factors to course completion is identity; feeling that you belong to a group and are acknowledged as such. This sense of belonging is relevant both on campus and online but if it is not achieved the resulting isolation is more acute in online courses. In for-credit online courses where numbers are limited there are many strategies for creating an inclusive community for the students, see in particular Cynthia Clays5 Principles for Maximum Engagement and Gilly Salmon’s five-stage-model for online learning. However in a MOOC with thousands of participants teacher contact becomes impractical but that doesn't mean that you can't create a sense of community anyway.

This is the subject of a new study by René Kizilcec and colleagues at Stanford University, according to an article on Stanford News, Brief interventions help online learners persist with coursework, Stanford research finds. They noted that participants from countries with a lower rating on the United Nations’ Human Development Index were less likely to complete a MOOC than those from countries higher up that index. There are several potential barriers here such as inadequate infrastructure, lack of  up-to-date devices or limited ability in English, but this study decided to look at the issue of social identity and a feeling of inadequacy when joining a course.

Kizilcec and others theorize that a psychological barrier contributes to the global gap in MOOCs, namely social identity threat, which is a fear of being seen as less competent because of a social identity. Research has demonstrated that social identity threat can impair a person’s working memory and academic performance.

Millions of people enroll in courses with low levels of self confidence that are often unintentionally reinforced by the way they are introduced to the course. Many are taking their first hesitant step into higher education with a strong built-in feeling that they are probably not good enough. Whenever they encounter unfamiliar terminology (especially academic terms) or unclear instructions their first reaction is something like "I knew I wasn't clever enough for this course" and unless they can get some support they are very likely to give up. This feeling is magnified if the course forum is full of confident and articulate native English speakers. It is vital that these learners get some positive reinforcement right at the start of the course.

The Stanford study tested pre-course activities where participants could write about how the course could support their most important values and allowed them to read testimonials from previous participants about how they overcame feelings of isolation at the beginning of the course and were able to succeed in the end. These activities did not require direct teacher interaction but simply giving learners the chance to state their own values and reflect over how to succeed in the course had a remarkable effect on the learners who otherwise were most likely to leave the course. The completion rate for learners from less developed countries was raised from 17% to 41%.

“It is an impressive result which suggests that social identity threat can be a barrier to performance in international learning contexts, even in online environments with little social interaction,” Kizilcec said. “It goes to show that a small change to the online experience can have profound and lasting effects if it influences people’s perceptions of an environment.”

This confirms how vital it is to create an welcoming and supportive course introduction and to offer learners a chance to reflect on their own values and objectives before starting. Course information must be as inclusive and clear (jargon-free) as possible and a variety of tools and strategies can be used to help everyone identify with the course and feel part of it. Online questionnaires like the ones used in this study are one way but others can be allowing learners to create study groups in their own languages or with people from the same region. Short personal and encouraging weekly video messages from the teachers can also help to create a sense of belonging. Often the difference between drop-out and completion can be a few kind words of encouragement.

Combating academic spam

One of the week's most interesting stories is the disappearance of Jeremy Beale's (University of Colorado at Denver) excellent watchdog site on predatory journals and publishers. According to an article in Inside Higher EdNo More 'Beall's List', the site was suddenly taken down and replaced with a notice "This service is no longer available" and since then Beale has not been available for any comment, leading to speculation in social media and news sites. According to an article in ScienceInsider:

Beall declined to comment. But a CU Denver spokesperson told ScienceInsider that Beall made a “personal decision” to take down his list of low-quality journals that charge authors a fee to publish, often with little or no review or editing. The spokesperson says the blog was not hacked, nor was it taken down as a result of legal threats, and Beall will remain on the school’s faculty. The spokesperson could not confirm whether the blog's removal is permanent.

Beale's list has become an important monitor of publications that spam academics, offering publication at a price and falsely claiming to use peer review, as well as a myriad of bogus conferences that invite academics to contribute (at a price) and then at best only offering a token event. Academic spam is a major issue and it can be hard for many to tell between the serious journals and conference organisers and the bogus ones. I'm not a very significant name in the academic community but even my in-box receives several academic spam mails per day offering me the chance to publish in some obscure journal or an appearance at a conference on a theme that I don't even work with. The extremely long list of so-called open access publishers in Beale's lists could be seen to discredit the open model but at the same time there are thousands of serious peer-reviewed open access publications. Whenever new models are tested there will be people who will try to exploit new freedoms and therefore it is vital to have watchdogs and whistle-blowers who can expose the less serious actors.

According to some reports, the site and its related Facebook group has been withdrawn due to pressure or threats, though there are no precise details on this. Anyone providing such a watchdog service risks the fury of those who are blacklisted and Beale has certainly had to put up with considerable opposition over the years. At the same time there is always the risk of accusing an innocent party. This is a major undertaking and is simply not sustainable if it is run by an individual, not matter how dedicated. A better solution would be an international organisation with high credibility to take over the role but more in terms of quality assurance rather than as whistle-blower. A colleague of mine suggested that the list could instead be one of approved journals and conferences and that a quality assurance framework and certification could make it clear which journals were serious and which were not. We need to build on and promote internationally recognised quality labels for open access publications to make it easier to spot the fraudsters.

Not surprisingly Beale's list has now been republished on a number of sites but such measures are only a temporary solution. The list must be continually updated and reviewed and it is also essential that those on the list are given a fair chance to improve and be taken off the list. Jeremy Beale has done a great job over the years but one pioneer cannot keep such a service going. Which organisation can step up and take over?

Online education still in the shadows

Almost every week I meet colleagues who are skeptical about online education. Online is often considered a poor and limited alternative to the "rich experience" of classroom teaching and many point to lower completion rates, lack of human contact and complicated technology as reasons. The facts, however, point in the opposite direction as an article in Inside Higher Ed discusses, Why Faculty Still Don’t Want to Teach Online. The reluctance to get involved in online education is mostly due to low awareness of the issues involved, lack of practical experience as well as a lack of support and incentives within the institution.

Extensive research has shown that, when well designed, online courses can be as as effective or better than campus courses in terms of student results (see for example the review of research findings in The Effectiveness of Online and Blended Learning: A Meta-Analysis of the Empirical Literature, Means et al, 2013). The key words are well designed and this must be the focus of all courses whether online of face to face. The poor reputation of online education stems from the large number of poorly designed and under-supported online courses that have been produced over the years, often by institutions who have not fully understood the principles and simply focused on content delivery and then left the students to self-study. Such courses have suffered further from the fact that many teachers are assigned to online teaching with little or no training or support and the results should hardly be surprising.

The case against online education is not, in fact, without merit. In the hands of underfunded and poorly managed public and private institutions, online learning often delivers mediocre education at best. If those failures represent the sum of online education, then faculty members who reject it have every reason not only to be suspicious of it but also to discredit it.

The most important barriers to mainstream acceptance of online education are based on attitudes and practice.
  • Those most opposed to online learning generally have little practical experience of the field and are unaware of the opportunities available in today's digital media.
  • Online teaching is seen as a threat to the traditional model, challenging the massive investments in campus facilities and weakening universities' control.
  • Online teaching has very low status in universities and getting too involved can even have a negative effect on career development.
  • Successful online learning demands a rethink of traditional classroom pedagogy. The concept of the teacher being in sole charge of a course behind closed doors is threatened when the course goes online. Online courses require teamwork (as all courses should).
Teaching online is indeed demanding and requires careful planning as well as close cooperation with support staff such as educational technologists and librarians. Many are wary of getting involved because it involves a time-consuming and demanding rethink of existing practices. Considering the pressure many teachers are under in today's cash-strapped institutions this wariness is fully understandable. A new online course needs to be designed from scratch rather than simply uploading campus material to an online platform. As the article points out:

Going online is like moving to a foreign country, where you must learn a new language and assimilate a new culture.

The move to online teaching involves a major effort but if that responsibility is shared by working in course design teams that effort is shared and the work can be a major learning experience for all. The main point here is that delivery form (on-site versus online) is not the real issue. Successful courses in any environment have exactly the same success factors. The best classroom teachers are generally also best in an online environment. Whatever the delivery form enthusiasm, empathy, a genuine interest in students and good planning are absolutely crucial to student engagement and success. I wish we could soon stop comparing delivery forms and focus on what makes a course successful, namely professional course design, clearly stated pre-course information and requirements, creating a sense of community, teacher engagement, a supportive environment, formative assessment, frequent feedback and meaningful examination methods.

Whatever the delivery form, on-site, online or a blended format, the success factors are the same.

In the long run, neither the guardians of the campus nor the champions of the digital revolution will claim victory. Already, the educational battleground is populated by faculty members who accept that neither physical nor virtual education will triumph but rather the best pedagogical practices that support active student learning.

Where do old MOOCs go when they die?


After a MOOC is over the course material and the learners' own material are available for future reference but the the question is for how long? How long can old courses be archived and should there be a best before date? Questions like this have arisen after Coursera's announcement that they are migrating to a new platform. The new platform will certainly offer many new features and better user experience but there is a little catch as outlined in an article on Class Central's blog, Coursera is Removing Hundreds of Courses. Here is a Guide To Get Them While You Can. The old platform will be shut down completely on 30 June and not all courses will be migrated to the new one. Class Central claims that hundreds of courses will be affected whereas Cousera's blog reassures users that losses will be minimal:

There are a few dozen courses on the old platform that will not migrate to the new platform, and thus will not be available after June 30th. These include courses that are out of date (e.g., medicine and technology courses that do not reflect recent research and development breakthroughs), courses that have been updated and relaunched under another title on the new platform, and a few courses that our university partners have chosen to discontinue for other reasons.

The Class Central guide however advises users who want to save the course material and own work from the endangered courses to do so as soon as possible since there is no indication from Coursera as to whether they will be migrated at all. There's a good step-by-step guide for downloading the courses so if you want access to any old Coursera courses, please check the guide as soon as possible.

MOOC critics will certainly voice concerns about the risk of courses and learners' material disappearing like this (though it must be stressed that it is unclear exactly whether the courses will disappear of not). Certainly the risk of all "free" services is that you are at the mercy of the service provider and there is always the risk that terms can change at short notice, price tags get added or the provider goes bust. Coursera are making a major upgrade of their service and have decided, along with the responsible universities, not to migrate courses that are no longer relevant. Maybe MOOC providers should have an archiving policy clearly stating how long material will be available and what rights the participants has in terms of accessing their material after the course is over and making it easy for them to download what they want to keep for the future. Alternatively let the responsible university take care of archiving.

Then again is this so unusual really? How long are students able to keep their LMS log-in after their degree is completed and can they easily download the course material? Universities are legally bound to archive old courses for several years but I'm not sure if any have archiving policies for MOOCs. As long as MOOCs are free and non-credit then maybe you can't expect them to be accessible forever but now that credits and other credentials are being awarded as well MOOCs being presented for recognition of prior learning it's time to develop archiving policies. A course shouldn't simply disappear.

Learning in the blender


I've always been a bit uncomfortable with the term blended learning. It refers to courses that combine both classroom and online teaching and I sometimes feel that its popularity is because it represents a safe compromise between the two forms of delivery; exploiting some of the flexibility of online delivery with the familiar traditions of campus. For those who are skeptical of fully online courses, blended learning is a safe option. I'm not against blending online and classroom, far from it, but I don't think the blend we really need is centred around physical/digital delivery.

I enjoyed reading a new article by Sir John Daniel, Making Sense of Blended Learning: Treasuring an Older Tradition or Finding a Better Future?, arguing that the blend we should examine more closely is not simply about rooms and virtual spaces. Today there is very little difference in student performance between well-designed online courses and their traditional counterparts. In some cases the online environment can in fact foster deeper discussion and greater sense of community. The key quality element is in the course design, not in the delivery form, and Daniel proposes that the real blend we are looking for is getting the right mix between independent and interactive activities (regardless of delivery form).

Independent learning takes place outside the classroom, even on the most traditional campus course, and today that means mostly online. Students need to learn how to study independently, find resources and investigate further than the prescribed reading lists. Learning how to learn is a key literacy. However independent learning is only half of the blend and courses need to include interactive learning, both with peers and especially with qualified faculty in seminar or tutorial form. This can take place both face-to-face (F2F) and online and the choice of arena will depend on the context. If it is possible to gather the group for F2F meetings then do so, but make sure the meeting is really interactive and not simply information transfer. If F2F is not feasible then use appropriate online arenas. Here even the term F2F is appropriate because when I have online meetings at least with smaller groups I can see everyone face-to-face, sometimes with excellent video quality. F2F today does not necessarily imply sharing the same physical space.

There is of course no magic blend, especially not in terms of technology, but Daniel identifies four vital principles:
  • Focus on learning outcomes. The blend of interactive/independent and F2F/online must fully support the learning outcomes. If that can be achieved fully online then that is fine as long as the quality of the learning process is assured.
    ... in optimising the blend of online and interactive experiences the focus should be on attaining the learning objectives of the courses/programmes and not on wider purposes, such as how to sustain the campus, important though such aims are.
  • Practical and laboratory work. Of course this aspect demands work at a physical location but with so many online simulations and virtual labs available the actual time in a physical lab can be reduced to a few intensive meetings.T
  • Teamwork and division of labour. Course design and delivery is not a solo project but teamwork involving different areas of expertise. 
  • Keeping costs down and quality up. These are perhaps the most important elements in the blend.
I urge you to read the article to grasp these points more fully but the rationale behind reviewing terms like blended and hybrid learning is summarised as follows:

What this new age requires is hybrid learning where the whole system is redesigned to create a happy blend of student-teacher conversations and online learning. This essay has highlighted, in particular, two important ways to make higher education more effective for the 21st century. First, students need to engage more fully with independent work. Online technology can help them do this ... and must be used intensively to free up time for students to prepare assignments and for teachers to use their interactions with students over their assignments as a prime vehicle for teaching. Second, teachers must help students, via apprenticeship-style sessions and commentary on their assignments, to develop skills and acquire academic knowledge.

My main conclusion from this article is that the blend we should be discussing is not a simple matter of F2F versus online, but a more complex mixture of independent and interactive learning where delivery form can vary according to context and where the learning outcomes are the driver.

MOOCs going mainstream? Reflections from eMOOCs 2016

Social learning, secure online examination, new pathways to credentials, unbundling and the application of learning analytics. These are some of the main themes of lat week's eMOOCs 2016 conference in Graz, Austria, that I attended together with MOOC practitioners mostly from Europe but some from further afield. Earlier conferences attracted many policy makers and managers but now the focus was very much on sharing experience and moving MOOCs to a new level. The overall tone of the conference was that MOOCs are beginning to mature and the earlier criticisms of instructivist pedagogy, low completion rates and hyped glossiness are now being addressed. Many MOOCs now offer virtual proctoring to enable MOOCs for credits, micro-credentials though badges are improving learner motivation and the focus is now on social learning rather than self-study. The business models of the main consortia are built around a freemium model with only access to course material available for free and a host of layered value-added options available at a price.

The conference featured two inspirational keynote speakers, Anant Agarwal (Professor at MIT and CEO of EdX) and Pierre Dillenbourg (Professor at EPFL Lausanne), and the rest of the time was devoted to practitioner experience, research findings and workshops. Agarwal gave an infectiously enthusiastic presentation of the EdX consortium's progress and future direction, stressing the need for MOOCs to break the sonic barrier of credits. This demands of course increased accountability. MOOCs should be as good if not better than traditional courses and this is achieved by innovative solutions, virtual proctored exams, social learning, project teams, tutoring and teacher grading in combination with peer assessment and guided studies that have become a hallmark of the genre. Verified certificates have increased course completion rates to around 60% whilst more advanced verification and course packages have given even higher rates.

Conference begins
Offering MOOCs as a stepping stone to campus studies is already in place, notably the Global Freshman Academy initiative between EdX and Arizona State University. This involves replacing the freshman year with MOOCs with open admissions. When you sit the course exams you only pay for credit if you pass. Admission to campus studies from year two is available for those who pass their year one courses and pay for the credits, what Agarwal referred to as inverted admissions. The big question here is whether more universities will accept this concept and give learners access to year two of a degree programme on the basis of credits gained from other universities' MOOCs, even with proctored examination. A similar concept is that of micromasters, bundles of MOOCs with tutoring, project work and proctored examination, which are being developed in cooperation with major companies (see also for example Coursera's specializations concept and  project-based courses). These micromasters can be counted as half of a regular masters degree thus allowing learners to complete their masters degree at half the normal price. The partner companies are on board but it remains to be seen whether this approach will gain acceptance throughout the higher education sector and widespread employer recognition.

The frequently voiced concerns about the credibility and security of online examinations may well be addressed by the practice of virtual proctoring through companies such as Software secure and Proctor U. These companies have centres where virtual proctors monitor thousands of online examinations using webcam, microphone and screen surveillance. Student computers are locked down and only allow the examination application and the webcam will register any activities like checking a mobile under the table. The software registers all exceptional behaviour and movements both on screen and in the room and these can later be investigated if there is any suspicion of cheating. This is already in practice in MOOCs for credit as well as in regular for-credit online courses though as far as I could gather had not really been tested extensively in Europe. I can imagine that European universities will be unwilling to risk such extensive surveillance data being stored outside the EU but I'm sure there will be a solution. The claim is that this technology will make online examinations at least as secure as traditional on-site exams (ie. not completely cheat-proof but probably good enough).

The conference closed with a thought-provoking speech by Pierre Dillenbourg who called on European universities to agree on how to recognize each others' MOOCs and open the way for real virtual mobility through a kind of virtual Erasmus programme. He argued that we already have the key ingredients in place; we have a common academic currency in terms of the Bologna agreement and ECTS, we have publicly funded universities giving around 4000 potential testing centres and we have cultural diversity so why can’t we offer credits for MOOCs? He urged universities and university associations to start discussing this and there were several representatives in the hall who immediately agreed to investigate further. The conference Twitter feed immediately informed us that there is already a cooperation in place between a few universities for exactly this sort of virtual mobility called Opening universities for virtual mobility.

My one concern with all this is that that the potential of MOOCs to truly open up education is being tamed and adapted to fit nicely into the traditional model. The focus now seems to be on the value-added layers and the promise of examination and credits. The wider potential of open networked learning I believe will be the task of non-traditional educational organisations rather than the higher education sector.

There were of course many other extremely interesting presentations and discussions and I may well return to them in a later post as I may do about my own contribution.

Swedish MOOC report is published

Sweden has been rather late in reacting to the MOOC boom and only in the last two years have a handful of universities started offering courses both on the major MOOC platforms Coursera and EdX but also more home grown channels. Last spring the government commissioned the Swedish Higher Education Authority the task of writing a report with recommendations on how MOOCs could be promoted within the framework of Swedish higher education, outlining opportunities as well as barriers. I was invited to join the reference group for this report and on 27 January it was time to publish the report with an accompanying seminar for invited guests in Stockholm. The report is at present only available in Swedish so I will provide here a summary of the main findings as well as adding my own comments and conclusions.

Background

The report was based on a survey that was sent to every state-funded higher education institution in the country during autumn 2015 asking about experience with MOOCs so far, plans to launch MOOCs, motives for investing in MOOCs (or not) as well as potential benefits and drawbacks. Six institutions have so far officially offered MOOCs but there are several others who have offered massive open courses without actually labeling them as MOOCs. There is still considerable uncertainty as to what exactly a MOOC is. Swedish universities have for the last 20 years offered a wide range of short online for-credit courses (usually 7-15 credits) as part of the higher education system. There are no fees but you have to apply for admission and fulfil the prerequisites for admission. Many understandably see MOOCs as simply massive versions of what we have been doing for years and wonder what the fuss is all about.

The question to be answered in the report is really about whether MOOC development should be financed by tax-payers' money, how they can be incorporated into the educational system and if so how much funding should go to this new area. The report offers the following recommendations to the government (my own abridged translated summary).

The report is positive to the development of MOOCs within the state-funded education system and Swedish institutions should be encouraged to develop open courses in line with international development. The main reasons for this are to showcase and raise the international profile of Swedish universities and higher education, reach out to new student categories and contribute to lifelong learning. Furthermore, it is hoped that MOOC development can lead to improvements in universities' regular online courses, both technically and pedagogically. The report also recommends a greater focus on pedagogical development in e-learning.

Proposals to the government

  • Institutions should be free to develop MOOCs and other open courses and therefore new regulations concerning this form of higher education should be drawn up. However MOOC participants cannot be considered as students in the legal sense of the term and there is no question of participants gaining credits from Swedish MOOCs.
  • Institutions are allowed to use a certain amount of their state financing to develop and run MOOCs. It is up to each institution how much of this should go towards MOOC development. 
  • All institutions should be able to develop open online courses and to achieve this funding should also be available to cover professional development in digital pedagogy.
  • Although MOOCs are free it should be possible for institutions to charge fees for certificates, as often required in many international MOOC consortia.

Proposals to higher education institutions

Existing experience of developing and running MOOCs should be shared between institutions. The report identifies three possible lines of development for open online education:
  • Institutions who wish to develop and offer MOOCs should be free to do so.
  • Institutions may also develop hybrid courses which are available both as part of regular for-credit courses and as open non-credit courses (MOOCs).
  • Institutions should be encouraged to collaborate to produce open, national versions of introductory courses and skills courses that today are duplicated by many institutions. The common online course material can then be complemented at each institution by on-site seminars and support.
The authority believes that these recommendations will lead to higher quality and increased efficiency however it will be up to each institution to decide the extent to which they will follow the guidelines.

Discussion points

This report offers universities the opportunity to develop MOOCs and join international consortia but does not dictate exactly what they should do or how they should do it. The authority simply wants to remove potential barriers to MOOC development in Sweden but leave the strategic decisions up to the institutions. Many are wary of entering the MOOC arena due to uncertainty about legal aspects such as where course material and student information are stored and how that information can be used by third parties. These issues are still unresolved but maybe the coming debate around the report will result in some new initiatives.

The report finally gives MOOCs official recognition in Swedish higher education and that the further development of such courses can benefit regular degree programmes, reach out to new groups of learners and showcase Swedish education on a global level. I suspect however that the report will loosen the lock on Pandora's box and that there will then be a number of important issues to resolve such as openness, sharing, recognition of prior learning, competence-based degrees etc. The report does not offer any new guidance in terms of copyright issues (that was not within the scope of the commission) but points out some of the areas that need further investigation and urges universities to work together to find a common praxis. This, I think, is a pity because I don't think that type of collaboration will happen without a catalyst from above. I believe we need a national policy on openness recommending that educational resources financed by the state should be available to all under a Creative Commons license. Without that we will continue to produce hundreds of variations on the same theme and reinvent the wheel at the taxpayers' expense. However, the report opens the door to universities collaborating to produce national MOOCs in subject areas that are common to all students, eg study skills, academic writing, scientific methodology.

One of the trickier points in the report is allowing universities to charge fees for MOOC certificates. This breaks a central principle of Swedish higher education, that it should be free from tuition and examination fees. Many will feel that this move could set a dangerous precedent but the reason for the change is to allow universities who are part of the major consortia like Coursera, EdX and FutureLearn to follow consortium policy. Most MOOC consortia today charge for certification and allowing learners with Swedish universities to get free certificates would create conflict within those consortia. This issue is likely to become even more complicated with Coursera's recent moves to make many of its courses fee-paying by default with free participants only entitled to view a restricted amount of the course content (see article in Inside Higher Ed, Limits of open).

In addition many institutions are worried about the implications of awarding certificates in their name to MOOC participants where it is almost impossible to verify that the participant has actually done the coursework themselves. Secure forms of online examination are still an issue and as a consequence the recognition of MOOC certificates for students applying for regular university courses presents challenges that require national and international coordination.

Finally many of the unresolved issues here boil down to a crucial issue; quality. If we can agree to implement existing quality assurance guidelines on all open online courses we can establish criteria by which to assess the validity of courses and set requirements for recognising certificates.
